Use a simple wordpress site - use the plugin from https://wordpress.org/plugins/epoll-wp-voting/
Let wordpress manage the users - I believe it is the fastest way to set up a voting system.

thank you so much for the feedback,, but i wanted to get a way such that they can see the time of election, the voting reports,,
if i could see the best theme to use , then that would be very helpful..
Flatsome theme had always been my favourite theme for WordPress.. it's available here on this site..
