That depends on the license that comes with it. Usually you’ll get sued, heck I’d sue you if you resold 6 years of my work to make a cheap buck.

If its php script isn't it like open source to share them like wordpress's gpl license?

It all depends on the script license. You need to make sure it's GPL before you touch it.

most sites have a gpl option, the authors set it if they want that or not, ususally, noone will ever use gpl as you can resell the script with that license.
The owner of the program has definitely stated this at the beginning of the code files or in a readme file.
to be honest, it's fine to change it, as long as you do NOT sell it, or post it online.
