I would like to ask, does any of my babiato friends know about file share hosting (like mega.nz, fileupload, or whatever) that is offshore or that ignores dmca?

they are not responsible for user uploaded content. if someone reported it or DMCA report they will take down the content

They don't allow copyright content, if you want you can do your own file hosting with a script.

XFileSharing Script for example. Or using OwnCloud script can help you.
You will need a offshore hosting provider.
