I had the same issue not too long ago. For me, it ended up being a particular setting within my WP Rocket plugin. I can't remember exactly the setting, but it was something like load CSS asynchronously instead of remove unused CSS. If you're using a caching plugin, try changing the settings and test each time, that's what worked for me.

Thanks for the reply, but these layout shifts happen regardless. It's always the sections, text modules...
