The price of a .fr domain is $20 box, but you need to live in france to be able to have one. This name I don't think it's worth that much. maybe if you offer to buy domains .fr to other people. You could make some money (hmmm not sure)

they don't check if anyone lives where the domain is registered. you can easily register one by looking up an address on google maps. the same stands for germany

That domain has no value. It's still available in several extensions without the dash.
