Good Hosting to avoid DMCA notices

Currently, I am hosting with Linode and use Cloudflare, and from time to time when someone sends a DMCA notice to Cloudflare, Linode kinda force me to remove the URL from my website even if I want to counter-claim false notices they want me to remove the URL first which affects my SEO.
Is there any good VPS/Cloud hosting that mind their own god-damn business? (money isn't a problem). Or if someone has an idea what Babiato uses, if that's ok to ask.

i have heard of shinjiru and abelohost.. They dont ask you to remove link straight away but ask from you about it.. Thus avoiding fake DMCA claims

i've confirm with shinjiru before and yes they are offshore hosting.
