Are you Magento developer? I need to know exactly your logic and the time you can spend to build this extension. If you don't have much time, so you can buy a good extension then custom it base on your logic. It will save your time.

Technically you should be able to export all your products from wordpress into a csv file, after that you need to transfer that file into magento acceptable format, it is not that difficult but can be somewhat time consuming.

Yes, exactly we can do it via exporting all products from woo and re-format by the csv file on magento 2 and start the import.

If you have the important module or custom data like customer, orders, ... then you will need to re-rewrite that module on magento 2.
