hi buddy...unfortunately, it requires a one-time fee of $25.00 to be able to get a developer account..after that, you can upload as many apps as you like, just make sure you follow playstore terms and conditions...or you can ask our buddies here if they have an existing dev account, and if they're willing to upload your app to their account...

AGAIN, for the App Store developer, it is an annual fee, not a one-time payment. Read carefully threads before replying so as not to make others confusing.
