There are many ways to achieve this with WordPress.

1. You can create a page with Elementor then list out things available for download and use a membership plugin like "Paid Membership Pro" or an Elementor widget plugin like: "Visibility Logic for Elementor" to restrict access to the downloads. (Best Method)

2. You can use Woocommerce, you create the downloadable files as virtual and downloadable products then, you use a plugin like:

Product Visibility by User Role for WooCommerce (It's a free plugin)

3. You use a download plugin like:

Easy Digital Downloads (EDD).

The choice is yours.

Well, I may be a bit late, but in case you're still looking for a theme...

As someone already wrote in the thread, there are many ways of achieving this.
I'd split your question in 3:

1. What wordpress theme best fits the blog I want to have?
There are many Blog Themes, choose one whose design goes well your your identity. Colours, diagrammation, and so one.
If you choose a theme that is specific for membership and you don't need advanced download control, then disregard questions 2 and 3!

2. What Membership Plugin fits my needs? These plugins have many many options, and maybe what you need is very simple, just member/non-member (without levels of membership), no payment gateway (anyone can subscribe and download) and so on...

3. Last question: Do I need a separate plugin to control downloads? If once a member is logged in and can see a certain post and is allowed to download, you can simply put a link to the pdf or resourse and the browser will download/open it on the screen.

Well, there's much more but that's the knowledge I got till now!
