Local office or address for PayPal

Hello there,
Our country banned PayPal long time ago and almost every transactions making by PayPal on the world.
So i need to create a PayPal account but i guess best and most permanent solution for that taking an address on european country. So i think that i can take it on localoffice24.com but it's too pricy for me. Price is too high because "Ultimate package" offers "Proof of address"

Is there any alternative of that website which is reliable price and "proof of address".

Wherever my imagination takes me
I'm in the same boat, more or less, in the sense that my country is banned by PayPal. I used to have a bank account in an approved country, but lost that. Anyway, that's my point: I think you not only need an address but a bank account as well connected to your PayPal account. Or maybe not when you only use PayPal for payments?

Thank you for kindly reply @frizzel i thought both of them. I was read about your strategy before, just open up a online bank account and match and provide to paypal but paypal could understand this fake registration.
So i guess need to provide real address to paypal and match also bank account which is same country. So i have german RDP server and i found german virtual bank account provider just need to find an address from germany.
