Location Shipping and delivery.

Hello everyone.
I dont know how to descried it but here goes.

We're currently using an ERP system needs to push out delivery's/order numbers to get shipped to customers.
We can push the orders/delivery's from our ERP system to Woocommerce via API and generate an order in Woocommerce without an issues.

But we need a way to manage how the orders are going to get shipped to our customers with a tracking number (Most of the deliveries will be done by the companies delivery driver)

So it needs to generate a random tracking number - Or do it manually, either with a the order/delivery's number (from the ERP system)
A Shipping waybill needs to be printed out, so doing it manually wont be an issues.

My question is, what Plugin can we use, To can do the following.
Send Via email (SMS or WhatsApp) for notification when the order has been received, and update the customer on shipping status.
Up the order from Processing - Picking - Out for Delivery
Assign Delivery (Orders) to drivers.
