What if the site is not a wordpress site and not hosted on vps
If you run on Apache you can optimize there, also php has some ways to improve performance like max_spare_servers adjustments and so on. It depends... If you are on a regular shared hosting there's not much you can do except some caching addons

Guys, all of these optimization plugins have different impact on different hosts.

Best thing to do is to send a message to hosting provider and ask which plugin they recommend.

For example, i created two identical websites with Wp Rocket and Litespeed cache.

Litespeed cache had much better results because hosting (Hostinger) had optimization for it.

Majority part will depend on your hosting.
I personally manage my own vps in vultr HF and getting amazing results. I have sites hosted on hostinger (uk server).
Here is the result of 1500 words article with 4 images hosted on hostinger with Astra tested from india.

Combination of Wprocket and perfmatters works for me.
Also I have switched from page builder to generate press blocks. You can also use Astra's ultimate blocks for Gutenberg.

I personally always use lightweight theme (choices of neve, generatepress, astra or hello) and then my always-used plugins are Autoptimize, Perfmatters, Asset CleanUp Pro, and WP Rocket. Also using webp for images. Those are for on-site optimizations.

If you are using VPS and have control over your configurations, don't forget to do off-site optimizations, like finetune your SQL server (mysql/mariadb) also pick latest php version (7.4 or 8 depending on compatibility) and optimize your web server configuration whatever web server you use apache nginx or openlitespeed (I use nginx).
