I just started using Vultr and AAPanel , but of course is a learning curve.
Not sure if best in price , but it maybe as lot's of people are talking about it to use it.

I think Contabo is great too. Only problem is that they don't have 24/7 support, like not available on Sunday/at night and that was problematic for me when their host system was down. Also, pretty often maintenance and your VPS will be down for a bit. I had a super configuration on paper, but my sites were slow.
Download speed is slow, unless you take the highest plan.
I put my affiliate link for Racknerd. I moved my 4 VPS there. Very happy with their support, performance, ease of use. My sites are now like Speedy Gonzales.
Where Contabo wins is the free snapshots. I miss that.

If you talk about best and also budget then you must need to hunt for deals because best vpns are generally not cheap and many other cheap VPN are not good or may having very less number of servers and slow speed. As you had not mentioned any yearly budget so I suggest to visit this deals page and select the one which comes under your budget
