They will say, they need address of USA resident in order to pass the cheque.
They will agree for high budget, Am I right ?

Sounds like a red flag for a scammer probably trying to clean dirty money most likely if not its still sounds like a scam

A better alternative is to to initiate a wire transfer to the account in India. Transfer is fast. Cashiers cheq will take time maybe weeks to get it cleared. The wire transfer charges might be higher than a cashiers cheque but neverthless you save time. If its related to physical product delivery then ideally an escrow account is better. This can alleviate trust issues

Solution #1: He might be someone that got out of luck in life and wont be able to use credit anymore, but he will still be able to walk inside a bank and make a direct deposit into your IBAN account... FOREVER.How to accept payments via cashier's check from USA if the seller is from India?
Client is forbidden to use paypal or direct card payments by his bank in USA, he can only issue a cashier's check. strange but can't argue
Solution #2: Accept to receive bitcoin instead. That client is not banned from bitcoin 100% sure.

An open scam. There are lot of centers, target particular startup companies or unregistered freelancing websites and also in freelancer. website.
They will post a job and will make us to mail them.
They will show us the interest towards a project.
Small work but big amount (5000-8000 USD), for just simple 3-5 pages website/ restaurant website.
They will ask the US resident address.
It is a big scam they do.
DONT FALL IN THIS PREY. THEY ONLY TARGET INDIANS.
