This is from the same developers as ScrollMagic (which I never could make it work, bad UI+ starter templates) but with a better UI and a builder funtionality. Per the developer, eventually this will phase out the older plugin which is already in this forum.

this is great NullMaster thank you! I do see the new UI... the only downside is the v4.0 was uploaded February - 11, which per their change log it's version v1.1.5.4, so in theory they have a greater version released on April 10th

as an update; v4.0 does not support wpbakery so it's not working for me on the front end

I am able to create the scenes but when the shortcode is added, these are not displayed in my wpbakery powered pages, i.e: https://tux.solutions/parallax (the brick is suppose to grow and move down, as seen on Preview) or to add WP widgets. Also when importing the presets, it cant find some resources.

I believe this has all being fixed on the latest version of Scrolly per their change log... any way to get our hands on it?
