Why I am paying higher CPC than given by Google Keyword Planner?

I started google ads for my new website. I researched the keywords from google keyword planner and used maximized clicks strategy. In the beginning I set my max pay per click of the amount given by Google keyword planner as top of the page bid. But my ad were not running with that ppc limit. Then i raised it to 10 times. My ads ran well. But i did not got any conversion so i stopped the ads as i was burning money.

My question is: How to get ads at the price given by Google keyword planner top of the page bid. Because i need to pay 10 times of that amount to get my ads running. Then why google show that amount in google keyword planner if that is not what i have to pay?

If you check the screenshots you can see that even the top of the page (high range) price is under 2RS but I paid around 8RS still my ads were at bottom. What is the reason and how to pay the amount given by Google keyword planner. DO I need to change strategy or what?
