Looks like false positive.
Just extract the files and compress it as zip without modifying the files. Now scan with Virus total and there won't be any issue.

My question is: 1) Do plugins need to be network enabled in order for them to work? Because I see in some instructions that it needs to be, in others I see that CANNOT BE NETWORKED, only the themes.
2) To prepare a template for my users to use as is, I need to create a site template in my admin area and then put it available in each plan?

1. Some plugins can be network enabled, some have to be enabled per client.
2. Yes, but I am not sure exactly how it works
