Depends on your niche, a good google search will guide you on the right path.

There are many, Ezoic, Monumetric, AdThrive, Mediavine.
These are not ad networks but mostly ad partners. As a matter of fact, you cannot work with them if you have been banned from using AdSense. And this automatically means they are not alternatives to AdSense. Although, I should also add that they run other network ads through their exchange programmes.

On ad networks, I would recommend PropellerAds and Adsterra as a small publisher. Propellerads might favour you if you have decent traffic. AdSterra is erratic when it comes to earnings.

Which is better between Propeller and Adsterra for a website with low visitors?

I'd say propeller. I have both on a site currently. Adsterra is erratic. On some days, you'd wake up and see $5 just like that and in some days, it would take you over 10 days to get $1.

It depends on your traffic and content. If you have huge traffic, there are many alternatives like Mediavine

themoneytizer
It's amusing, they have contacted me recently for one of my sites but I'm not sure to what extent they are trustworthy and if they have give a better RPM than Adsense

1) The Monetizer, clean ads, accept only goodtraffic websites.

2) Adsterra accept all websites but a lot of bad adv if user browse via mobile.

So, first if you have a clean website, second if you have a site that nobody accept because adult content, bet, warez, streaming...

I can recommend using native banners from MGID or Mondiad for your website or also popunders from PopCash and Popads. I know that Mondiad and also PopCash have WordPress plugins that work very well.

try adsterra if you have goog amount of traffic there are lots adx providers like ad.plus(100k minimum traffic), themoneytizer(10k minimum traffic)
ezoic( no minimum traffic required) but need good content
monetizemore( minimum 1000$ earning per month for last 3 months) sounds crazy right :)
