As for the second, this is about the second time in a week or maybe two that a newer version has been requested, but as already stated, the shared file is the latest available.
Maybe I don't know what I'm talking about, so instead here's a diffmerge:
I'm sorry to hear that, but like the new version of a file that's not available, I don't think I can help with your issue as it's not repeatable (see screenshot below of file-downloading paradise)
Perhaps try a proxy/VPN in case the magnificent file-hosting service used is blocked where you reside.
