Yes, it is a plugin, not a theme. You need the basic free theme and this plugin (Astra PRO)
This one is nulled, tryed myself
I can't use Premium Starter Template on both nulled plugin, is it normal?

Nulled as previous versions added as main download.

Tested and all working fine for me with the version I've just put as main download.
Tested with Astra theme and Astra Pro that I have added as main download and Premium Starter Templates, went through Library and picked one and it installed all fine.
I am running Premium Starter Templates v3.1.16 as had not updated yet to v3.1.24, will do that and retest, although I doubt it will be any different and it will still work.
Edit: Just tested it with the main download of Premium Starter Templates from here....
Picked a couple of Premium ones and all works fine for me still with latest versions.

After install the astra-addon-plugin and the astra-pro-sites nulled, you can install pro layouts on starter templates. Without the astra-pro-sites nulled you can´t install pro themes.
