You need a working DB in order to null this script since the DB structure (and probably default content) is retrieved from the remote server and you need to have a legit license key.

Look to this two lines of code:

$sqlbasestr = base64_decode($arrResponse['sqlstr']);
$sqlbase = json_decode($sqlbasestr, true);

The DB structure is within the response from the server.
