That page is using bootstrap (slick theme) and most likely some sort of custom programming on the back-end, so if you want to create something similar go to developers directly ask them. They are the mobile app developers I am almost certain developed the front and the back end as well. They may even give you a discount since they have the code already completed. Good Luck.
