Yes I Keep Trying To Resolved It And I Was Using Cpanel, I Think It Was A Bug On The Coding For Version 7.1.0.

Anyway I Had Try For Version 6.9.0 And It Working Fine For Upload Images And Found Few Issue
1. Change Language But Flag Remain en Like Attached
2. I Try Update From Version 6.9 To 7.1 Using System Update Button But Get Error 403

FYI, Version 6.9.0 That Nulled After A Day The Images Uploaded Successfully Will Appear Only File Name. After Click On Download After Refreshing Then It Work Normally. It Mean Cannot Update Version, Can Only Appear Default Languages Flag All Is Causes By Bug. I Do Had Seen The Botton Copyright Year At Setting Page Show Year Is Remaining 2021 Not Able To Be Change
