If the SQL file didn't come from your winrar backup, where did it come from?
Isn't there a database file in one of your winrar files (and use the latest version to extract those)?
Just a guess: make a copy of "Latino-Move.wordpress.2016-01-06", add the extension .sql or .txt and see what it is.

I used the plugin "backwpup-pro" in 2016, I think it was a simple back then i put it on the same directory in case I have to restor de whole website a day and this day just come xD
Just a guess: make a copy of "Latino-Move.wordpress.2016-01-06", add the extension .sql or .txt and see what it is.
I tried to open it with winzip and winrar, msg: "unreconized file or damaged"
I renamed in .sql = same strange caractères as the db with notepad++

You mean the winrar files you have are unrecognized or damaged? Did you use the latest version of WinRAR? If you then get the same message I'm afraid there's no hope.
EDIT: Oh, I understand, you tried to open that file before you added the extension.
Still: what is inside your winrar files, isn't there some db backup file in there?
