Because this is simply a CTRL C + CTRL V.
In the cited version the file is still being used "_elementor_pro_license_data" and in version 3.9.0 this does not exist.
In version 3.9.0 what exists is "_elementor_pro_license_v2_data" with new parameters.
That is, they are adding things from old versions to newer versions thinking they are doing the right thing.
Another thing they do is edit files that don't need to be edited.

Kudos, I've noticed this as well, it happened also with other WP plugins, fun fact: this always happens through double accounts, I'm not a mod and I can't see the backend, but I'm a pentester and a professional social engineer and this behavior trait has been identified already many times here.
It's out duty to prevent this to happen by co-working on nulling, code review and testing: I'm speaking referring to us Null Masters, let's be aware of lamers trying to corrupt resources in order to weaken them or add vulnerabilities acting as malicious actors.
