Well, the image was added about one month after I asked about this.Ofcourse he doesn'the wouldn't sell copies for 110$ if he paid 3000$
The picture he provided says regular license.
And if he don't have that extended license he is not allowed selling copies of it witch potentially will get the buyers into trouble sooner or later.
