"Não foi possível criar o arquivo de configuração! Tente novamente ou entre em contato com o Suporte!"

I made the changes as you mentioned in the above screen but still, I am getting the same error.
looks like you just need to edit your privacy policy inside google console(its a new menu there,new feature), you need to inform there that you collect all this permission mentioned.
