I managed to solve the problem. The first thing I did. removed visual flow completely. Next, I installed v. 1.65 and later manually updated it to 1.6.6 and 1.6.7. And the plugin worked. Other methods did not work for me.

disable the addon, then create the install.txt file in /application/modules/visual_flow_builder , then enable it again.
If you are using xerochat 7.2 you have to update flow builder to 1.6.7
try to update flow builder, that will fix this errori am getting this error
i got same error when i update xerochat without updating the flow builder. if after update yout got same error maybe try to update xerochat to or wait if some one else face the same error
