I could fulfill this request, but I'm not confident how this is done yet
Just enough to send the request through the form?
I've seen that one can send a new request, and update our own resource. But since I did not uploaded this resource in first place , I'm not sure how it should be done without breaking the rules

In some cases, if the original uploader has been offline for over a month or longer, a new uploader can be assigned.
But you have to contact @Tomz and show him your proof of purchase for it to be reassigned to you.
in the case that it's not assigned to you, you can post your file here. (It will not be counted as your own resource though)
