Are you using a Xiaomi phone? Notifications can be tricky on those.

About not finding available drivers, make sure you generate a Firebase Service Account key:
Cog >Project Settings > Service accounts > Create new private key
or
https://console.firebase.google.com/u/2/project/*INSERT PROJECT ID*/settings/serviceaccounts/adminsdk
It will generate a Json file, then you have to heaed to your Admin panel > Api Credentials > Firebase Service Account File (JSON).

I had the same issue and it was due to the rider/driver app making calls to 'http://domain.com/api' instead of 'http://domain.com/public/api'.
There's a postman link inside the configuration pdf. You can use that to test your api.
