I have a hosting with low storage so I don't want users to be able to upload files to my host

Aaaaand it was hard to say the whole story from the beginning. It's like feeding you with breadcrumbs.
Anyway, back to your question:
Hard way -> find in css styles "js-attachmentUpload" and set "display : none"
Easy way -> remove permission to upload for all your user groups.
