Hey, this worked for me, so hopefully it helps you out too!

1. Start fresh - Make sure you’re NOT signed into any account before you begin.
2. Hit this link: *** Hidden text: cannot be quoted. ***
3. Skip the 1-year discount - The promo code for that is a pain to get anyway.
4. Click “Plans” - You should see a banner on both the Web Search API and News Search API that says “Get Started for Free.”
5. Click it, then sign in (I’d go with a fresh account for this).
6. Check your credits (billing) - They should pop up right away. That’s it, you’re all set!
