Bro, it is easier to say than do. In India's small town, you can not find networking groups, networking events & local entrepreneur center. You can not make much word of mouth of a website design agency.

I understand most of those happens only in tier 1 cities, being in small town its impossible to get such things
but they don't limit ppl, you need to approach such clubs,associations most of them will add as member or help you to get new leads
But Bro why you are limiting yourself to a small town? Do you think ppl in small town going to buy a website?
If so what's the benefit of small town business having a website?
You should understand who you customer are, where they live, what they do to get a clear picture about potential clients
If you want change you need to try different things
Do you have a website for you service?
Did you tried running ads targeting specific location

web development company in (country)
web design company in (location)
if failed you need to re config the setup with different keywords
Have you searched on youtube for - "how to get client for website development" ,"get leads for web design"
if not so kindly checkout video many ppl share nice tricks to find clients
Have you tried fb? Join atleast 50 facebook groups related to entrepreneur, small business make an offer for web design
another way ask admin/mod permission to promote the service for 5-10% commission if someone pay for web design
