why when i want to install it on localhost using xampp it boot loop after the installation to http://localhost/install/welcome.php !!!

After the installation, the database file will be populated and some files will be written to your disk. That's how it works .. it must be writing permissions. If it works on linux web servers but not on your pc, it means the problem is with your setup..

Fix for script. replace contents of /install/config/Database.php with https://notepad.pw/w44uv2rv and set your .env CI_ENVIRONMENT = production to CI_ENVIRONMENT = development

Here too the same thing is happening. When I edit a page this error appears:
403 Forbidden Access to this resource on the server is denied!
