Where users pick a template then use the web builder to edit some small stuff/text etc.?
If yes, I think it's a good idea, as personally, I'm trying to the same but with WP and some pre-designed templates for specific industries.
Just a note: and you probably know that well as you already sell in here, Babiato is good, but prices are low, very low, so, if you are thinking of making that a real business for the long run, do like I'm doing, target businesses for a basic monthly fee, and they won't say no, as long as it is cheaper than getting a host and hiring a designer or an agency.

For the second Idea.
Even if it is legal, it doesn't sound very ethical, copying the design of others is not that cool, and yet depends on what market you will target.
Me, I prefer taking colors, fonts, get inspired than completly copying a design or website I like.
