As far as I know licence activation is only needed for updates. The other functions of the plugin all work without it.

It is a plugin not a theme.
Pro is a plugin so install it as a plugin.

You need to download the Starter Templates by Kadence WP Plugin from wp.org

Thanks. But I was looking for Kadence premium themes which were not available even after installing Kadence Theme Pro package.

They are actually totally separate themes from the kadence theme itself
