It's working for me now, just enabled the option in Setting--General--Membership
Enable user registration.

Hi guys , for those who when the 1.7.1.1 version encountered an error asking for a lock, you can do it in the following way . First you need to install version 1.6.6.4 null , then install all the plugins . Finally upload version 1.7.1.1 by overriding method (don't delete version 1.6.6.4 but overwrite it)--> DONE
