No a dmca server is not enough as your still running a illegal site
There are a few things you need to do to be able to run Adsense and it’s not as easy as you think it take a lot of maintaining

dmca server will secure the content, but not the adsense itself, because they also can report to google, google will boot adsense on pirated content, but u know, cause is a manual report, is just like playing the dice, depend on the guy who work on google.

Yes just pick a movie site theme you like , make it auto embed and use a auto embed api to get all the movies and tv shows without hosting the movies yourself , i can help you setup no problem , my auto embed api works great , it has 10k movies 10k tv shows and 5k anime
