Try this fixed version. The cloud templates are not the latest ones, if some one can help to provide a theme license, then I can update cloud templates to the latest.
- fresh install.
- import completed and content successfully saved.
- however, no block is imported and leaves an empty column.

- waiting for a few minutes but can't import header, footer, page, etc.. in the Cloud templates menu
