go to cpanel and open php section option

If you use cPanel follow that steps:
1- in Software Section you will see "Select PHP Version", click it.
2- You can see two button in right top of the page. click "switch to PHP version" button.
3- check allow_url_fopen options
4- that's it.

edit in same section in php option.

i'm unable to enable with this option.........still disabled

Hosting company could be restrict that option to you, contact to them.

solved...... it's because of hosting....server changed
