If you use cPanel follow that steps:
1- in Software Section you will see "Select PHP Version", click it.
2- You can see two button in right top of the page. click "switch to PHP version" button.
3- check allow_url_fopen options
4- that's it.

i'm unable to enable with this option.........still disabled
