I just heard back from a Moderator at wordpress.org & he said:
It’s a known bug in Site Health and will be fixed in an upcoming update...

we figured out it's due to plugins that strip some output used by that check to validate, which causes the check to false-flag a site as having a critical error.

That really depends on what your goals are. If you favour performance and customization then Oxygen. If you prefer a premade easy to use wysiwyg then Elementor.

Thanks to @promowp for clean version, I present you nulled OxyExtras 1.3.3, just install and activate, it activates by itself.
