please am having issues with the user role permission.i created a role and allocated it to my admin account but but the permission capabilities is not working

If a user is an admin, you dont set permissions up. The admin has open permission.

AFAIK, Perfex is not a SaaS app. Only one client can use each installation. There are some 3rd party saas mods, though.

Create Estimate form and select the default form you want to see in customer area. that's it

go to application/config/app-config.php set base url with https

Follow documentation if you get or steps as Settings > Estimate Request > Forms > New Form
