It worked for me, I used VPN Canada, but due payment after one month (I created the account before noticing the annual coupon code).

I've emailed them and I said
"Sorry for verification with a government ID card, I don't think I can give it because it is sensitive and can be misused
hereby just cancel my account than I have to give my ID card just for the sake of hosting 1 year "
