If that's your main goal you should resist the temptation of using shady link building tactics.
There are hundreds of link building tactics that won't get you penalized.
Just to give you one idea:
Instead of link injection in sidebars and plugins, you can have a standalone plugin or a browser extension with a specific page on your website dedicated for that tool i.e. mywebsite . com /my-plugin or /my-extension.
And build links to it.
Will you get the same amount of links? No.
Will you get the right links? Yes.

You could be correct. However, being right and reasonable creates a barrier to problem-solving.
Instead of looking for solutions to problems by being open to new ideas, you make others the "problem" and are off and running trying to fix their identified "problem."
