Well yes i did, did you try perhaps header or head.tpl file in your theme folder / content there should be the placement for manifest file, but there might be some bugs refarding the service worker for example if a user wants to login...(my problem, perhaps you have a better way of caching), hope this helps or you can as always PM me for in-depth details..etc
