from what I can tell from this is you have either done the update wrong or you have file permission issues

or because you updating from 2.5 to 2.8 there may be incompatibility issues let me install version 2.5 then update to version 2.8 see if that works

I did a clean install of version 2.8 and the install worked fine that sounds like it's an issue with the upgrade you did if I can get a clean install of version 2.8 to work then the script and code is gd id say it is an environment issue
