Yes, I cleared the cache and I'm using Local with Paragon, but I can't get past that point.

Great, I was again trying to install it on localhost to replicate the issue.

Did you use the same installercontroller.php code I shared above, or did you use different code?

Is it normal that the QR code doesn’t load while running it locally? I can’t see the QR code to connect my phone.

That is a bug, and many similar bugs in this source code.
