I suggest you check their previous work, portfolio first. Make sure you have a contract with the deadline also be very clear and specific in your needs, put it in a contract, if they can not provide all the requirements and can not finish it by deadline, they are not getting paid. You also need to have them give you daily, weekly, monthly progress reports on your milestones, tasks, goals etc... depending on the project size.
