I have tech skills and willing to learn but can't find a good way to earn online
Do you know a method I can run with $100 that can keep yielding from $100 to $500 monthly as i scale?

you can start reselling udemy courses on tabons.com
I have access to lots of paid courses I can resell but in my country people are not ready to pay any money to buy courses. I will check your site but I need something promising that will start yielding results and reliable

This is a global site and does not belong to a specific country and is similar to udemy, which means you can start with it

I don't have Adsense account heard it takes months to get one and can't buy because of associated risk

It's not too hard to get an adsense account , even I am having 2 adsense account . .
Either earn it by the usual time-consuming method, or buy an activated account from some trusted source (i can't suggest here) . . .

Do you say you have tech skills?

Why don't you make a beginner/intermediate/advanced course/s on whatever tech skillset you have?

It's free to sell on Udemy, and you should be able to find some decent screensaver software somewhere here on the site, that you will need to show your screen if you has to teach something online.

Begging, is the answer you're looking for. You pretty much answered your own question.
If you aren't willing to put in much work, how are you going to earn much money? Who would pay someone for a simple job they could do themselves.

create some things useful and sell it
this is your best answer

I gotta say, you sound super lazy!!

You wrote you have tech skills, I then mentioned you could do a course, and sell that, based on your skills. That is literally something I personally could sit down and do in 2 hours, and instead of taking action, you complain, like a bitch!

Example.
I am running various affiliate sites, and this is my fulltime income.
Naturally, I am very good at wp. So I could fairly simple make a course that gives some basic instructions to beginners how to optimize their sites, in regards to speed, and plugins, and whatever else I could see for.

For you, it would be something else, but the fact is, that your biggest enemy is yourself.
You have a negative mindset, and that needs to change.
If you do not change that, your life will be sh**, and you will never make anything out of your life.

Straight facts.
